I've been looking for somewhere that tells me if and when I can change what I've spent my 16 points on, short of creating a new character. I'm still at the "borrow and scavange equipment" stage, so being able to change a bit would be nice.

There is no hard fast rule...

Your 16 points of character skills can be changed whenever you book for an event.
My character has changed skills many times over the years to reflect changes in his life.

However, if you need to change skills once at an event, then it's generally a case of coming and asking at the Game Control desk, and ensuring you have brought enough donuts for everyone!

I had to do it twice at the G

once to change my 16pt skills and once to add a OS skill

I found puppy dog eyes work to

Stu... that's a lot of donuts...

Now you see why the donut stall is so essential and within easy walking distance of games control. :)

I just really wish they'd call it the Doughnut Stall. There's no such thing as a donut.

Yeah, Americanisms and Capitalisations are my two pet peevs.

Remember, capitalisation is the difference between...

"I helped my uncle Jack off a horse"

and

"I helped my uncle jack off a horse"

Unless you really have helped your uncle jack off a horse, in which case I'd keep really really quiet about it.
