Is there a way that I can delete the old topics from the ritualists forum? Or does this need to be done by a moderator?

Technically no, but partly yes.

As a forum admin, I have changed the "Ritualists usergroup owner" to be Anj.

The moderators of the "Ritualists Workshop forum" are "Faction Command".

Or "are, and were only"; I have added "Anj" as a moderator for that forum.

Correct. You were and she now is USER GROUP moderator, as shown on the usergroup page

This was and is not connected in any way to FORUM moderator, as shown on the Forum Index page.

"forum" is not "usergroup"

Permissions are granted in a kinda matrix with groups along one edge and froums on the other.
That "Ritualists" were the only group assigned to see "Ritualist Workshop" did not "connect" them in any other way.

They must ask to join, via Usegroups / Join a Group

and, with above pedantry, you join them to the usergroup which happens to have access to that forum.
